Mount Juliet permits go through the city's GovBuilt portal. Building and Codes: 615-773-6225. Planning Commission meets the third Thursday at 6:30 p.m.
Last checked Oct. 17, 2026. Facts on this page come from the City of Mt. Juliet’s Building & Codes Department, Planning & Zoning Department, Planning Commission and Board of Zoning Appeals pages.
Building permits, zoning reviews and project submissions in Mount Juliet now go through one place: the city’s GovBuilt self-service portal. Building and Codes issues construction permits and does inspections; the Planning and Zoning division handles zoning, site plans, signs, fences and accessory buildings, home businesses and anything that goes to the Planning Commission or the Board of Zoning Appeals. Both offices are at 115 Clemmons Road.

When you need a building permit
The city’s rule is broad. You need a permit before you build, enlarge, alter, repair, move or demolish a building, change how a building is used, or add a pool, deck, arbor or storage building. The same goes for installing, altering or replacing electrical, gas, mechanical or plumbing systems covered by the codes.
The city lists these exceptions, which do not need a building permit:
- Fences no taller than 7 feet
- Sidewalks and driveways no more than 30 inches above grade and not over a basement
- Prefabricated pools at a house that are less than 24 inches deep
- Swings and playground equipment at a one- or two-family home
- Window awnings that stick out no more than 54 inches and need no extra support
- Retaining walls no taller than 4 feet, unless they hold back a load or liquids
A fence or shed that needs no building permit can still need a zoning review: the planning division lists accessory buildings and fences among its services. Call before you build.
The city enforces the 2018 International Residential and Building codes (with the 2018 fuel gas, plumbing, property maintenance, existing building, energy, pool and spa, mechanical and fire codes) and the 2017 National Electrical Code.

Planning Commission and Board of Zoning Appeals
| Body | When | Where | What it decides |
|---|---|---|---|
| Planning Commission | 6:30 p.m., third Thursday of each month | City Hall, 2425 N. Mt. Juliet Road | Site plans, subdivision plats, master development plans, planned unit developments |
| Board of Zoning Appeals | 6 p.m., second Thursday, when needed | City Hall | Variances, conditional use permits, appeals of the zoning administrator |
| Board of Commissioners | 6:30 p.m., second and fourth Mondays (public hearing at 6:15 p.m.) | City Hall | The city’s governing body; votes on ordinances |
On that schedule, the next regular Planning Commission meetings fall on Thursday, Nov. 19 and Thursday, Dec. 17. Projects must meet the deadlines on the 2026 Planning Commission submittal calendar; the Board of Zoning Appeals has its own 2026 submittal calendar. Agendas, minutes and video are on the city’s Legistar portal.
The Planning Commission has nine members on four-year terms. The Board of Zoning Appeals hears variances when a lot’s shape, slope or other physical features make the rules a hardship, and conditional use permits, which state law treats as special exceptions.
Watch for permit-fee scams
The city warns of emails posing as its planning department and demanding permit or development fees by wire transfer. The city says it takes payments only in person or through its official project portal, and it never asks for a wire transfer or for payment by phone. If in doubt, call planning at 615-773-6283, not a number in the email.
